These are the design of the Sanitary Fair issues of 1864, listed by Scott as "WV" numbers after Christmas Seals in the Scott US Specialized Catalog. However, the stamps are perf 12, so these are likely some of the reprints or proofs of the issue, also listed or described by Scott in that section.
