Are you talking about the New York Post Office precancel starting with the first issue in 1879?
If this is the history you are looking for, see the 1925 edition of the "Handbook on Bureau and Local Precancels by Adolf Gunesch.
You might also want to read the 21 Jan 2015 at 10:42:03PM Hours discussion found under United States/Covers and Postmarks here at StampoRama.
If this is not your are asking about, then I have no idea what you are referring to. But I'd like to learn more about this.

David
That is my question as well...On ebay I have seen several posted over the past 3 months and they don`t seem to be selling at the 40 to 50 dollar range.Are they listed and priced in any catalogue?
According to my Hoover "Official Precancel Catalog (1940)" the regular values, meaning with the open top of the "Y" sideways to the right;
1¢, 2¢, 3¢, 5¢, 10¢, 30¢, and 50¢ were listed then at between 25¢ and $2.00
However there are ample varieties of each value depending on the position of the "Y", with the 1¢ having the "Y" both doubled and facing "UP" at a princely $4.00.
Since the USA #1 5¢ red brown (1847) was listed at $40 MNH or $9 Used in the 1939 catalog (Scott) perhaps an interesting Precancel increased proportionally.
Or not.

I tried the site you mentioned but I can not find the precancel exhibit you mentioned...Can you give us the correct title?
I don't see it either...
Since I am such an expert with computers,Try the following. Go to the web page with the link that the moderators fixed for me. Click on Message Boards at the bottom of the page, go a little over half way down to a message posted by Richard Frajola on Mar 5,15 at 14:16 titled, "Ray's One Frame Exhibit". That should get it. If not the following is the link that I copied and it works for me. http://www.rfrajola.com/2k15/rp1.pdf.
Moderators, please feel free to fix the link so all you have to do is click it. Also if you would be so kind as to tell me how to post a link that works, I would appreciate it. Probably best to send info through SOR message system.
Thanks, Mel

It's actually easier if I post it here so I can show you an image. Once you put in your link, highlight it and click the "Link" button at the bottom. You will then see the HTML code for the link around the URL. Does that make sense?
Let me know if you have any other questions!
