Have you tried Google Translate? It is usually a good help for languages you do not have, and it is worth creating a desktop shortcut if, as I do, you want to know what is written on a stamp or cover.

The only thing I would add, in order to avoid confusion, because of the particular meaning that "Special Air Services" has come to mean in English, referring to the British military unit "SAS" is that the "Special Services" here is probably better translated as "Spring Fair Special Flights" .
