Looks like a cap to me. There's probably another under the cancel on the left "2". Since the stamp isn't known with a right only cap, I'd agree that it's a Scott 220c. Nice find!

I agree with Michael — I think that there's no other possibility. The cap on the right-hand "2" looks identical to my 220c.

I believe there is one known example of a cap on the right side only. Recently found.
