One clue is to see if the "3c" is on top of the cancel. Kind of looks like it is. No surcharges were authorized by the post office. A conversation piece is what that is good for.

I can't believe 6 hours has passed without one of the resident gurus jumping in here with an answer, so I'll give you my two cents worth on it. I am not an expert on U. S, stamps, but think it is both of your own answers combined. Most likely someone was just having fun, or else trying to make money off of an novice collector.
