This is just a guess, but, maybe Scott is referring to any stamp that in not known to have been watermarked, but, some collector(s) may have claimed to have found issues with one??

The note is in reference to unwatermarked stamps where some of the stamps on the edge of the sheet sometimes show watermarks, such as names or initials relating to the paper manufacturer.
It was the oxymoron in the title of the information box that got my attention.
