A thread on stampcommunity.org mentions these stamps. Evidently there are two catalogues for these.

I do not have all volumes of the Erler-Norton Germany revenue catalog, but I have the first volume. These are indeed Bill of Lading stamps, which is the series 'L' in the catalog. Stamps in these designs appeared first in 1900, but you appear to have some out of the later 1916 set, which were discontinued in 1923. Some of these come in different color varieties, not surprising as this is a war time issue which continued into the inflation era. Using my best guess as to the color variety, the 1977 values in US dollars are:
L16c, 10Pf. $0.12
L17c, 15Pf. $0.05
L25b, 2M $0.30
L26a, 3M $0.30
L27A, 4M $0.50
Typically the color varieties have identical or very closely similar prices.
