re: What are these?

the international philatelic exhibition in Brussels at the close of the 19th century....

many philatelic exhibitions issue labels. I don't know the earliest ones issued

you can see similar ones, from a national show, held in Minnesota in 1929. I sent a link to Tim, as he's very interested in Minn postal history, and, hence, had it handy to show you: http://www.ebay.com/itm/postal-history-Minneapolis-Mn-1929-Philatelic-Expo-tied-Seal-/262075616810

re: What are these?

As with many other expo cinderellas, the quality is exceptional.
There were probably 15 in the series with several in multi-color.

They have some value to the right collector (like me)... but not today

The 1897 expo sell for about $10-$15
