Well, just looking I'd guess it's a One Shilling revenue stamp.

You will not find this stamp in postage stamp catalog as it is not a postage stamp. There are revenue catalogs that would provide a value and a catalog number, but I don't have one myself.

The only entry for a 1 shilling KEVII key type 'RECORDS IRELAND' I could find, is Barefoot 1902 No. 8. But it states the colour as Green & Brown. In fact all in that series are .... & Brown.

Unless that apparent staining is the 'brown'. Sad

Anyway it is priced at £5 (2008).

Perhaps the brown refers to the color of "Records/ Ireland."

Well I thought that too but the overprint looked rather purplish to me. Anyway, Barefoot is inconsistent; it mentions the colour of the overprint on some and not others.

NB Cat is black & white, which helps not a lot.

Ningpo,

I believe you are exactly right;

Barefoot catalog #8

And the brown referred to is the color of the "RECORDS/IRELAND" printing.

Yes, it does look kind of purple in the photo above.
