I think it is a Romanian occupation stamp

Romanian Occupation is the best I can come up with also. On the second line of the ovpt I can make out "Bani," though it is hard to get "Rumanien" out of the top line.

It says M.V.i.R. which stands for MilitÃ¤r Verwaltung in RumÃ¤nien.

Romania Occupation, 1917-1918 Scott number 3N5
o/p says M V i R (Military Administration of Romania) and the currency is in Bani

Dang, I looked right past the M V i R illustration in the catalog, and only saw the one with Rumanien. Hypnotized
