Yep, it's illegal usage.
Great!

I'm not the one that sent it. I received it in the mail. It is an "F" (29c) Official - complete with Penalty notice at bottom, paired with a 20c Martin Luther stamp. It's on an advertising flyer from a coin dealer. No postmark, but the Martin Luther is scuffed like most older stamps are in the automated machinery and my zip+4 plus barcode (looks like old inkjet quality) is on the bottom front. I know it went through the mailstream because I pulled it out of my PO Box, but the markings should be sufficient to prove illegal usage. I have quite a little illegal usage collection going now, thanks to the generous raffle by Theresa!

I thought it was illegal to use US Official stamps for use as non-official postage. Either the rule changed or I just received a dandy illegal usage in the mail today!
