Those appear to be Scott #R152. Value 45 cents on silk paper and 35 cents if watermarked. They are Revenue stamps issued 1875-1878

Actually I ment to mention that is a image of the same stamp with one image on it's side I thought maybe it were 1916 due to the ink pen cancel US Territories.

Actually, the stamp says, "U.S. Inter. Rev." at the top, for United States Internal Revenue.
The writing on the stamp is too difficult to read from your scan, but it does appear you may be correct on the year as written;
it appears to be 1916.
Revenue stamps were used to show that tax was paid on a large variety of goods or services.
(And not always properly used)
I found this in a old stock book help with the ID would be grateful.
