You have picked two difficult areas to collect but really fascinating, I know from some experience.
G. H. Kaestlin, Faberge, Schmidt, Golda-Baumann all greatly added to the Zemstvo knowledge.
The Rossica journals (English) which you can download have a lot of information.
To put together a decent collection of Zemstvo, it might be best to look at a Russian forum and specific Russian auction sites where the not so common forgeries are less likely to be found.
Zemstvos have gained a lot of popularity in the past few years and prices have gone up accordingly.
I am not aware of specific albums. There are very good catalogs in German & Russian and a couple of excellent dedicated sites.
The US locals is another story, there are a lot of affordable ones and many that require a mortgage.
The problem with US locals is that Hussey, Taylor, Scott and other forgers had a field day here and the "popular" auction sites are full of forgeries.
I am presently going through the Wells Fargo issues and there are at least 75 different forgeries.
Here again going to a specific US local forum with auctions might be the safest route.

Hi Everyone. I find myself becoming increasingly enamoured with local philately, as in Union City Despatch, Blood Despatch, Boyce, Davis, etc. Does anyone know if there are any stamp albums out there (which would be pricey!) for at least the more well-established local stamps in this category? It's a fascinating glimpse into American history (though I am very interested in Zemstvos as well - I highly recommend G. H. Kaestlin's work on these).
