The image is too small to be sure, but it looks more like a type I to me. If you are sure that it is perforated 11 on all 4 sides, then then it limits it to 554 Flat plate(probably), or 595 Rotary(not as likely). Given the straight edge on left I would guess it is a 554 from a booklet pane.

The Type 1 and Type 2 were defined by the Hair differences and the definition of the left acanthus scroll....anything else that would limit it to type 1?
It is perforated on 3 sides, but it did come from a booklet. But, it doesn't have the texture as flat.

As I said, if it is perf 11, it can only be one of those 2 I listed. The type 2 only occurred on the rotary perf 11 X 10.5 and the coil perf 10.
The 3 hairs are the best way to identify. They are very noticeable.
There is a third tell. The circles in the corners are very thin compared to a type 1. These are thick type 1, type 2 are thinner.
I went back through the books, and I'm thinking It's a Scott 634A. Which is a perforated 11 x 10 1/2 type 2.
My only other choices would be the 634 type 1.
Or the Scott 11 x 10 #579.
554 is 11 on all 4 sides which this is not.
You know none of the guides , and of course I don't have but a few right now, mention the 3 sided perforated.

You had said in your original post that it was perf 11, or maybe I misunderstood you. Getting an accurate perf measurement is the first step.
Sorry, I originally posted in someone else's request for help. But, I still can't upload photo. I still get error message. I can send it email if someone can help with specifics on an A157 2c Washington.
OK, AS YOU CAN SEE, I finally got it to work. I already know some things about it. Some details. Need to know more.
2c 1923 Washington, should be A157 Perforated 11 Type 2. Should be Rotary. Question is Scott 634A II, 595 R,....?etc....
