The first one I would put in the very early 20th Century.
The second stamp is also a revenue. I'd put it in the 1870s.
For Japan, I compared the postage stamps design with the revenue stamps design. They are very similar overall. That doesn't mean that I'm right, but I'm probably at least close. I recently went through a bunch of Japanese revenues, so it is somewhat still fresh on my demented mind.

I don't know anything about the Anker Neilsen who put together that file on Japanese Revenues, but he must really be dedicated to his subject. That is an awesome piece of work.

Going through an old accumulation of Japanese stamps which I hope to put in an Approval Book in the near future, and there are a handful of Revenue and Telegraph stamps, vintage late 1800s early 1900s would be my guess, that I have no interest in. I could list them, but since this is fairly specialized, for anyone interested in Japan, I would gladly scan them. You can then decide if they are worth anything to you.
