General Philatelic/Identify This? : Counsel of Europe flag stamp identification.

Seeking assistance on proper identification of these three monochrome Counsel of Europe flag stamps. All other examples of this design that I have found are multi-colored and almost all have perforations What I know is that they are from '58-'59, possible plate proofs. If possible, would like to know catalog numbers and as a seller rather than a collector, what the probable market value might be. I have no clue how to properly identify a re-gummed stamp, but to my untrained eye, these appear to have good original gum.

Beneath the regular listing of the perf 13 issue there is this note;

"Nos 17 à 26 ( 5 val.)
La serié, non dentilée"


From my Yvert & Tellier

The non-perfed stamps, as a set, are roughly listed at about 40% more than the perfed stamps.

However this Y&T remark is for the imperforated series of stamps. Theses pictures look like monochromatic proofs of some sort, but I could not find any reference for them.

Although these particular 'proofs' or 'black prints' are not listed on this site, it may give some indication of their provenance: http://www.stampsbythemes.com/kall/kall0797.htm

I think the French Council of Europe stamps shown may have been listed here previously, 'cos that's how I found the site; but the link was probably a bit out of date.

Could they be cut-outs from an Imperf de-Luxe sheet or Postal Museum item ? Many exist from France and Colonies.
I have searched a bit but haven't found one yet. My interest is in Flags and Cinderellas in particular. These could fit both subjects ! Thinking

@ londonbus1 - I am certainly willing to sell, but am still not completely sure of a fair asking price. The only other example I have ever seen in many hours and days of searching was as single 35F one listed on the Delcampe site for $27.50, but I have no idea if it actually sold for that. If you care to make an offer...
