This issue from 1938 is listed in Sg as having 6 variations.
131 black and red-brown perf 13 and a 1/4. 2/5/38.
131a, perf 13 1/4 x 13-3/4 Black and chocolate brown 1942.
131ab retouched value tablet.
131ac Black and deep chocolate brown 1946.
131ad Ditto, retouched tablet.
131ae Black and red-brown 26/9/51

I'm not sure where you are getting the 22a from?

a) Catalogue numbers are meaningless without reference to which catalogue, however since you are from the USA, I will presume you mean Scott.

b) and if that is the case, I think there must be some confusion regarding the catalog itself.

This stamp is listed under "Kenya, Uganda & Tanzania" in Scott volume 4. It is either #66 or 66a depending on the perforation.

StampWorld.com uses its own numbering system, not related to either Scott or Stanley Gibbons. I think you asked about this on another posting.

Precisely why I prefer www.colnect.com, which lists Michel, Yvert, etc ... but not Scott.

To give credit where credit is due, when necessary I first use StampWorld to find the year of issue ...

I just ordered books on disc, so I am looking forward to having better resources.
