United States/Covers & Postmarks : A 1930s First Day Cover Question

I had gotten these covers at a show last month out of a quarter box! These are all second day cancels. Each of these covers had their first day in their home territory capital the day before, and these are all Washington DC cancels the following day.

I see that with Scott 795 "Ordinance of 1787", my ancient 2004 Scott's Specialized lists that one as having a July 13 first day in Marietta Ohio and New York City, but it also lists Washington, DC on July 14 as a first day. The ones I have posted above do not. Are these considered first day covers?

Is it listing the Washington postmark as a first day or just giving a price for a second day postmarked in Washington?

I'm inclined to think the latter but have no expertise in this area.

No, they would not be considered as First Day Covers by any serious FDC collector.
