That doesn't make any sense. Just go to "contact seller" through either the item page or through the seller's profile and you can contact the seller directly.
I know I recently purchased something from a store in the US and they only send via priority post outside of the US so it cost me a little more for post than I'd have preferred but that's alright.
When it comes to ebay, you are always able to contact the seller.

Kelly, I did contact the seller, three times! He will see if he can do anything on his end. If not, I shall have to avoid sellers who tick off global priority post, which is about half of them!

You said that the listing stated that the item would be sent via International Priority Shipping. Ebay listings provide the shipping cost, so this should not have been a surprise, unless the listing was not completely read.
You did contact the seller to try to work out a compromise. The seller can change the mode of shipping, and can create an invoice for you to pay with an adjusted shipping fee. The seller can also refund you the overpayment for shipping. All that is up to the seller, however, if the seller did state the shipping method, which it was stated that the seller did.
This is why some Canadians keep a post office box in the USA or have eBay items shipped to a friend in the USA.
Michael, I did indeed see the International shipping fee. But I thought I could complete the transaction privately with the seller. I was mistaken. Here is what eBay said:
You should have contacted the seller before you bought the item and asked them if they would be willing to ship directly to Canada without the GSP. They would have had to take the gsp off the listing before you made the purchase. Since you already bought the item, the seller has to ship through the GSP. The other alternative is for the seller to cancel the transaction, opt out of the GSP and relist the item and you repurchase it.

However, it doesn't address the fact that charging me more than $20 to ship a stamp is profoundly bad practice (I could use other words, but won't). There is something unethical about it. Too bad there is no accountability involved.

Charles, you indeed got a nice stamp that you should be proud of and I agree with you in regard to the shipping charges, as a matter of fact it is the main reason sometimes I pass up a stamp that otherwise I would have bought, as a freelance collector or hoarder if you like I don't "have to have" any stamp in particular but still enjoy my collection as much.

Ebay sellers should use "Stamps2go"basic shipping is US$2-00.They would probably have more sales OR opt out of Global Shipping.

Charles, what irks me with Ebay regarding the GSP (Global Shipping Program) is that from what I see, the listing defaults to the GSP. If a seller isn't careful when listing an item that the seller is willing to ship internationally, the GSP is automatically selected. I don't agree with that. I opted out of the GSP, but it still automatically appears on items that I will sell internationally. I have to uncheck the GSP box on each listing in order to "opt-out".
The problem seems to be a lack of accountability on the part of eBay and whatever company handles this end of their transactions. Of course, now that I know I cannot transact personally with the seller, I will keep a careful eye on the charges. There is an option to have the seller change the shipping specs in mid-posting. I wonder if most sellers will do that, because in the case of an auction, it changes the parameters involved. But if more sellers knew about our difficulty perhaps the situation would become more favorable.

Ebay goes through periods of insanity since Donohoe took over (mercifully now moved on). After selling "US only" since 1997 I was suddenly defaulted to shipping Worldwide with no notice - a few months after I got that straightened out I was once again switched to shipping worldwide and was also converted to shipping GSP by default.
They have also defaulted to automatic relisting and a few other things with no notice. You have to step back and look at your listings every week or two to be safe.
In all of my listings, I state 'Shipping to US and Canada only'. Also, I offer free shipping.
Thanks to this thread, I'll have to adjust each and every one when re-listing. Sorry, Canadians.

Yes, perhaps there is some accuracy in what you say. But I don't pay brokerage fees with USPS so it is never a consideration. In terms of having a choice, sure there is resentment that EBay is now restricting my choice of sellers. They do this by aggressively promoting GSP, simply by making it the default option. You make it sound so innocent, so innocuous or so expected. In fact, it is an insidious policy. They are not doing the great majority of Canadian buyers a favor. On the contrary, they are forcing us to make a difficult choice when we see an item we really would like. I am all for companies making a profit, but this policy is unseemly at best, and is an obvious money grab.

So I just bought a Scott #1. Living in Canada I have to pay an extra $43 in shipping and import charges. Imagine paying $22.85 to have a stamp shipped via International Priority Shipping!! This sucks. They won't let me transact personally with the seller. That doesn't leave me too many options. Any ideas?
