Cut squares; zip, nada, give them to somebody who will admire them.

These were on Vario pages. nicely organized and well cared for, maybe just 10% "damaged" in any small way. I was thinking this was someone who knew what they were doing.
So why on earth would they cut them from the stationary, especially in such a way that makes someone (at least me...) think that this was an imperf stamp (or label) of some sort?

Pre stamped envelopes (PSE's) I've listed lots of 'em over the years and they do sell but, Only nice clean & complete ones and only for 10c to 30c. Some do have a value printed on them
I still have heaps of them and some, (un-used ones) are still ok for postage.

Going through my batch of Australia and have decided to make this a collecting area since I like the history, and found a lot of variety including some of those early 'Roos the Ozzies love so much. Was also intrigued by the Official Perfins (refer to my recent thread on that).
I found a couple of these (see scan) but am confused. There is no denomination on them and I can't find them in a 2017 Scott's. Are they actually stamps, or just a label (like the Airmail labels) added for some purpose. If the latter, I don't understand why they are cancelled (none of the Airmail labels I've seen have been cancelled).
