.I cannot read Hebrew, but the star of David with stars and lion on the stamp is the emblem of the World Zionist Organization and the 50 on top of it could mean the 50th anniversary of it (which would be in 1947?). The text in the half round banner also seems to say World Zionist Organization (according to Google Translate)

Yes, it's as jansimon says.........this 1947 issue can be found in 7 different colours.

Kaplove catalogue states;
"issued on the 5oth anniversary of the zionist organisation depicts coat of arms of first zionist congress inscribed 1897-1947 "
The first congress was in 1897
Colours are
dark blue , no marked value
blue
purple
green
dark brown
stamped in violet 10mils E.I.
brown marked value "10"
dark blue marked value"50"
I am not sure if there is any difference in rarity between the colours.
