Have two Walsall 4 Second Class stamp booklets with same barcode but with two different notices inside. Have been trying to find a picture and have looked on Deegam CD and MBPC website but no luck. I think they are DB19(21) Type 5S(1) and the other is DB19(26) Type 5S(2). Can anyone point me in the right direction to find the text of the restricted vs unrestricted notice?

Any chance of an image of the booklets, maybe front covers and inside notices?
Presume the DB numbers are Deegam numbering?

Could you give us the barcode number and also say whether the stamps are elliptical perf or not.
I assume that they are not the "large" 2nd. class.

Maybe this is the answer to your question.

"The original NVI’s were for first and second-class service. At first they were only valid for mail within the United Kingdom, but in 1995 the Universal Postal Union approved their use on international mail"


So the validity changed in 1995 and possibly you have a booklet from before and also one from after. Not sure if the weight scale changed at any time but that also will be printed in the booklets.

The DB numbers are from the Modern British Philatelic Circle website. The barcode and cover on both booklets is the same. The comments in the appendix on the Deegam CD were that changes to the printing on the inside of the booklet were beyond the scope of that publication but more info could be found on the MBPC website.

The panes are the same - DP193

The difference comes in the notices inside. Issue dates are 6 Apr 1993 and 6 Dec 1994. Stamps are elliptical and perforated all around.
I'm trying to find the text of the validity notices, restricted vs unrestricted. I can find pictures of the covers and panes but are there any of the insides? Or a better description of the two texts?

Sorry, from your original post I thought you had the booklets.
The following text is taken from the SG concise catalogue.

"1993 (6 Apr)Multicoloured laminated cover type HA3 (75X4mm)with stamp on the cover printed in bright blue by Walsall.
HA6 containing four 2nd. class stamps (no. 1670)...........4.00
No. HA6 was initially sold at 72p, which was increased to 76p from 1.11.93.
No. HA6 was re-issued on 6th. December 1994 showing the inscriptions on the inside cover re-arranged."


The MBPC website states that the numbering system is the Deegam one used with permission. They also have a searchable database but only available to members.
Probably your best bet would be to check Ebay or one of the dealers for Booklet sales, where they would have scans of the booklets.
Maybe someone else here has a booklet collection and can assist, I checked the few I have but do not have the ones in question.

Thank you for those links but unfortunately even though they show the different inscriptions the sellers list them both as 1993. So that still doesn't help me figure out which is the 94 issue which the concise shows that "No. HA6 was re-issued on 6 December 1994 showing the inscriptions on the inside of the cover re-arranged." I bought these booklets direct from the philatelic bureau when I was teaching and didn't get a chance to sort them out or put them in albums until just recently after I retired. I have the Deegam CD and I am a member of the MBPC which has been a great help in identifying booklets but they don't show the inscriptions on their website. The glassines the booklets were in have post office stock codes but no dates or issue information. I have emailed the BPO before on a "which one is this" before but they have to go through the archives for stuff back that far. Thanks again for the help and I'll keep looking.
