General Philatelic/Identify This? : Odd Perforation on 1923 Washington 2 cent

Not quite sure what to make of this one.

During the course of flyspecking 400+ copies of these, I found what seems to be a very odd perforation.

Sides are perf 11,

bottom is perf 11,

but unless I'm mistaken, the top is perf 9-1/2?

A misperf 10 would make a lot more sense, but it does line up on the gauge closer to 9-1/2. Any ideas?
