Yes it is from Russia, however the margins look too wide. Maybe it is from a letter sheet, or a wrapper for newspaper or magazine?

If the stamp was cut from the edge of the sheet, it can have very large margins.

It's SG 303, issued December 1922, when the country was known as the Russian Socialist Federal Soviet Republic (R.S.F.S.R - which are the initials at the top of the stamp). However, as pointed out, the margins seem wide, so it might be a cut-out.

That is correct, but the letters are using the Cyrillic alphabet so the key to those of us limited to the Roman alphabet are what looks like "ccp" or "cccp."
