The stamps and labels were started in response to a postal strike, but I believe Robertson continued issuing them on an annual basis, regardless of whether there was a strike or not, to ferry mail between the US and Canada. It is the longest running of the modern local post services.
I need a bit of help
I realize that the Jaun De Fuca Despatch began in 1965 because of a threat of a mail strike and continued during the actual strike in1968. The stamps continued with issues from 1968 until 1991 Although new issues were not released each year there were certain issues including the Royal Wedding in 1981 and Victoria`s 125th Anniversary. My question is ( Who actually created this series of stamps and what were the stamp fees used for all those years ?)
