It is a provisional handstamped bilingual overprint (larger in size than the stamp) of the People's Republic of Southern Yemen.
There is a fascinating, and long, article about Aden's and South Yemen's revolt against British rule, and the philatelic history associated with it in the November 20, 2017 issue of Linn's. It was one of the best articles I have ever read in Linn's.

I was looking at this one as Yemen (Peoples Democratic Republic) as Scott#5 but in Scott the overprint (the English part) is in 2 lines, under a heavy solid line. Can I assume this is a forged overprint?
