ok, what is Bates numbering? first I've heard of it. is this German-specific?
No, its a PDF numbering system which enables custom numbering. It only seems to be available in non freeware Adobe. I do the numbering of my files at work as I only have freeware Adobe on my home computer.
The prefixes I use are from ISO 3166 for the country codes - the year comes from the last 3 digits of the Steiner file year and then I use the auto page numbering (3 digit) and of course making sure I delete the copyright page if it exists.
If a country no longer exists and is not in ISO 3166 I customise the country prefix as was the case for many of the Vietnam files.
I will use the numbering system for my scans when I get around to opening up a web page.

I've seen Bates Numbering only in legal documents - never thought about applying that to album pages.
so I understand, Bates is for the users' convenience and NOT for a commonly understood system, right?

I have just found Bates Numbering and have been applying this to my Lighthouse /Steiner album pages - Here I have scanned, reduced to 75% and snipped.
Excuse the dead water beetle which I failed to clean from my scanner before completing this scan. They are pretty bad this time of year and 100's get through the insect screens!
