Gibbons lists these as "Greek Occupation of Albania".

The Italians invaded Greece through Albania on 28 October 1940. The Greek army counter-attacked, pushed the Italians back, and occupied southern Albania from 14 November 1940. ("The first Axis setback of the entire war", as one historian puts it, ignoring the Battle of Britain!) These stamps were issued 10th December 1940, probably in rather larger numbers than postal usage required, hence the ease with which a mint set of 17 stamps can be acquired.

The overprint says simply "Greek Administration".

On 6th April 1941 the German army marched in and the Greeks, outnumbered and outgunned, surrendered a couple of weeks later. Greece was subsequently occupied by German, Bulgarian and Italian troops.
