This is not my field, but I can say that "MW" stands for Montgomery Ward and "SRC" stands for Sears, Roebuck & Co. It seems to me that the Sears one is kind of like a dated perfin (but without the actual perforated initials).
I can't quite make out what is said on the Montgomery Ward one -- is it "cat"? If so, perhaps that's indicating the catalog division? Otherwise, it might be October and a number after that?
I'm doing this off the top of my head, but I think they were both headquartered in Chicago at that time. But even if not, Sears certainly had large distribution centers in many major cities around the country at that time. (I don't know as much about Montgomery Wards.)

I had a large collection of them at one time but was needed to sell them to pay rent. They are fun and cheap to collect.
These are Permit Holder precancels The Initials of the Permit Holder as well as the month and year were applied by the holder when they were used. Philatarium is correct as to the Owner of the permit.
