It is a bread ration stamp for soldiers.

10 grams is a very thin slice, considering that a loaf of bread usually weighs about one kilogram (a bit over two pounds). I cannot help wondering whether it was really worth the trouble printing these stamps for such small amounts, representing a monetary value of way under one Pfennig ...
