Label. Isued to promote some scouting activity. Labels like these are an interesting addition to an album page along side actual Scouting stamps.

Wow! That's neat! I had never seen this before, but I knew someone would be along shortly with the answer.

With the usage from Jamaica... notice there's a little "SA" or "AS" in the corners.. any idea what that stood for? My first thought was South Africa until the Jamaica usage.

I have seen older maps of South America that included Jamaica as an outlying island

due to its relative position;

could that be what the SA is for, possibly?

I am sure that the SA refers to Salvation Army. Prior to the time when the SA sponsored official scout troops, there were Salvation Army Life Saving Scouts ( and "chums"), closely modelled on the scout movement.If you Google "Salvation Army Life Saving Scouts" there are several references.

I was (for several decades) a member of the Scout Association here in the UK, including some time as an employee, and while I was well aware of units attatched to and sponsored by the SA (in my day ), I didn't know anything about this earlier parallel association. One of the references mentions scouts in New Zealand so I guess that this may have been a trans-empire organisation. I do remember that many of the smaller colonies mainstream scouts were branches of ( and financed by) " Imperial Headquarters " of the British scouts ( before Empire was a dirty word ), and I would imagine that this was similar ( hence on a cover from Jamaica )
