Has anyone else noticed this anomaly

In the Crown A watermark, for every inverted watermark I have found there is up to four normal watermarks. The inverted of course being from booklets.

However, in the Crown C of A water mark it is the reverse, so more booklets much have been purchased than the normal stamps.

Also the papers vary from thin to thick.
