" ... to Rowland Hill with the Ministry of Finance in 1839 ..."
Is here a date somewhere that shows 1839 ?
Does it look genuine ? Can the month and day be read ?
If so, I guess someone added the penny stamp two or three years later since the Penny reds were first released in 1841.
Could it actually be 1859 ?
Looks as if the date could be 1858 so you are on the right track

Yes, and that makes it a very nice cover to keep with the note inside. If I had uit I'd mount it in a special place in my Machin collection. the only thing that could be better would be a cover from Rowland Hill, but chances of getting that are probably slim to none.
This was a letter sent to Rowland Hill with the Ministry of Finance in 1839 London, can anyone explain the 'CLERK' cancel how and when it was used,
Rich
