The UPU sets were issued in 1949.
I, too, am using these pages. While Scott has recently listed these stamps in their catalog, they do not make album pages for them.
I added the Scott catalog numbers for each space. The top three spaces are Scott C28, C30 and C31.
As far as I can tell, Scott does not list the bottom six stamps. I do not have them, but I believe them to be local overprints of Scott C30 and C31.

Your last sentence I think would be more accurate,but until I can see one?I have the high values ,but have yet to come across any of the overprints .
I do have the Dia Nippon catalogue coming in the mail The revolutionary Vienna and Philadelphia stamps of Indonesia.This should clarify my dilemma,I hope!!!

I am using Bill Steiner's pages for Indonesia ,just the revolutionary era and hit a slight problem trying to identify what stamps go in the lower 6 spaces. Are they the UPU issues ?if so why not the 4 stamps in the set,as they are they only stamps I have found with the particular overprints.As I have no idea HELP.They are in both the Repoeblik and the Republik issues .Or are the the top two values of the Pictorials/Airmail sets ,as I have not seen any with shown overprints?
