Do a search on free web sites. You'll find different companies that offer the service. The problem, however, with "free sites" is that you'll not be able to block any pop-up ads and other things that the host wants to throw at your site visitors. Of course they'll offer to stop all that interference, and give you a more robust platform to run your site on if you pay.
It has been a while since I had my own web site. I did it a few times for different reasons, and it was all right.
You may want to just create a FaceBook page and run your site through that. The flea market I sell at has a Facebook page, rather than a formal web site. You don't have to worry about any of the other stuff that way too.

One other choice would be to setup a web site through blogspot.com which might work well for your project.

1) HE DIRECTED ME TO A SITE WHERE I GOT THE DOMAIN NAME "HOLOCAUSTSTAMPSPROJECT.CA" AFTER HE SEARCHED TO MAKE SURE IT WAS AVAILABLE.
2) HE OFFERED TO PROVIDE FREE HOSTING FOR THE SITE AS HE ALSO GENEROUSLY DOES FOR S.O.R.
3) HE PROVIDED A TEMPLATE (THAT HE PAID FOR) FOR FREE SO I CAN EASILY DESIGN THE WEBPAGES.
I am now fully set up for a total of $13 (Canadian yet!!!) and will begin work on the pages later this week.

I set up a Facebook page, but I'm not happy with it and apparently it is difficult to find (ESPECIALLY FOR THOSE IN THE US).
I tried use WIX.com to create a webpage and liked the look, but the website name it allowed was cumbersome and I was confused by their relentless offers for upgrades (without transparent pricing up front). In addition, my University daughter who is studying social media even got hosed going through them when she paid $50 for her server fee but then was presented with a bill from a 3rd party essentially saying "we now have your website domain name and if you want it you have to pay arrears and other fees of $125".
I have limited funds available to commit to this, as the time consumption for other activities is proving fairly high, so want to keep the costs reasonable.
If anyone has advice on setting up a decent site please respond here and/or PM me.
