This won't be much help, but I keep mine in my 1940-45 album among the patriotic stamp issues of that era. I believe it helps tell the story of the national feelings at the time.
For a 16 page exhibit, one frame I'm assuming, I'd lay my covers out on a table and see if you can put them in order of a story. It sounds like your theme may be around the solidarity of the USA / Canada and Great Britain during the war.

Just wondering if anyone collects Patriotic Covers
I want to arrange my WWll covers for a display and am wondering just how to organize them and how much to say . Most are mailed covers with British flags/Canada /Us and Churchill quotes This is a 16 page (1) frame collection
Any suggestions?
