Note the date on that card: 1949. The population is much higher than 7.5 million. Also, jovial (for some; serious for others) comments here say that everything south of Interstate 10 has been defacto returned to Mexico.

Interesting how political affiliations have flipped 180 degrees since 1949. The "Republican Retreat" would now, of course, be properly known as the "Democratic Retreat". But, we live today in the 'post-Dixiecrat' era...
