The Scott Catalog lists several (6) printing errors of the surcharge for this stamp, Panama Scott #181. Looks like whoever was doing the print run for the surcharge may have had too much cervesa the night before!
Scott #181a through 181e, through their values are relatively common with values running from $2.25 to $4.00. Scott #181f seems to fit your stamp the best. In the 2017 catalog Scott does not provide a value for the stamp. That may or may not denote rarity. You would probably have to get a certificate for that one to verify it to make sure it is not printer's waste.

By what practical means can an expert determine that something
like this is "printer's waste" and not a genuine variety, heretofore
never discovered ?

Too often I have heard the explanation, "Well I do not have such a variety in my collection so, it can not be genuine."

I am totally confused at this Panama variety could someone tell me what happened and what exactly this error is?
