It'll be a reprint. The paper has become toned, probably from the acidic levels of the paper and/or gum.
Would this be printed/issued by the postal services for postal use?

I do not know if that is the case for reprinted stamps from Ethiopia.
I would appreciate comments on this stamp. It looks like Ethiopia Prince Tafari type A9 from 1919, but I cannot find it in brown & black on brown paper as this one. The back has brown cracked gum with hinge damage.
