Looks more like another cliche has been placed on top face down and colour has leached between the pair. Look closely at the impression beside the word Government and you will see it is a mirror image of the word SOUTH - not what you would see on a kiss print or double print.

It is amazing what I find just at a quick glance.
When I get time, I will go through the items one by one, and also check all the watermarks.
Who knows what treasures may be hiding in plain sight.

It isn’t a double print or a kiss print, it is more likely a stamp was placed face down over it and at some time moisture got to it and caused the ink from the upper stamp to leave a reverse imprint of itself onto the bottom stamp.
Here is a double print I found on the internet, it's a little blurry but you can still see the double overprint (I have a double overprint on cover arriving before Xmas).
Many kiss prints are very difficult to see, I do not have one to show (they are not on my radar at the moment).

I was once told that this was a kiss print.
But not being an authority on such things, I have no idea.
Just looking at the "Kiss KGV" again, I can actually see the "Kiss" when enlarged, on the value "One Penny". The O of one is overlapping the two N"s of Penny.

The former owner called it a double print, but probably a "Kiss Print"?
