I don't know if American Art was a collective of patriotic artists or just one individual. I do know American Art Service was located in Chicago, Illinois.
You mention that cover has a painted cachet? Or do you mean a printed cachet? What is the topic? Scan?
Thanks,
Bruce

They are printed color cachets with comical sentiments and typically with a military theme. These attributes make them popular and worth a bit more than other covers from same period. But I do not know much about the makers, sorry.

I checked the book United States Patriotic Envelopes of WWll by Lawrence Sherman. The company was listed as being in Chicago. No individual artists are mentioned. Cachets came with either a blue or tan envelope. Price range is listed as $3.00 to $6.00
I currently have 23 different cachets. I don't know how many different cachets were made. The catalog makes it to difficult to find all issues.
