Most sources state that these were prepared for use but not issued, probably due to the Cuba/US war. However, this site has some for sale stating that they were revenues

Very interesting and I suspect that may actually be the answer, i.e. that they were issued as revenue stamps.

Forbin lists these as Cuban revenue stamps from an 1898 set of eight values.

There were a large number of revenue stamps issued in Cuba during the 1890-98 period of Spanish administration. These (here are 6 out of the eight mentioned by Nigel) are the last Spanish-Cuba stamps issued and were never circulated. These seem to be quite common though, as are other revenue stamps of this era.
Not to be confused with the 4 stamps issued during the last Cuban War of Independence, depicted in the center top of the picture.
The "Correo Insurecto" or the "Mambi" stamps are listed as Edifil 2,3, 4 and 5 and, last I looked, are relatively rare.

Historically the Wars of Independence are a fascinating read, on their own rights and prior to the US getting actually at war (but it was always involved) and showing how the US got drawn eventually into the war with Spain and the occupation of Cuba beginning in 1898. The sinking of the Maine battleship in Havana's harbor was the trigger, although this was most likely an accidental explosion in the ship that sank it, but the US were itching to dislodge the Spanish for economic reasons.

I have these stamps too and a one with postmark (fake postmark??)
They are TIMBRE MOVIL (FORBIN catalogue),but it seems they are used postal too.

Here are two Cuba stamps definitely dated from 1898 but no apparent listing in Scott Classic. Any ideas on what they could be (or why they are not listed)?
