This is something I've been unable to find any information about. I have a very good used copy of the Newfoundland blue seal stamp #40. I can't enclose a photo since I don't have a working camera set up at the moment. But trust me, I am an experienced collector of Canada and provinces - it is definitely #40, not one of the other similar stamps. That series of four stamps is listed as rouletted, but this one has a nice set of perforations. I also have all four stamps in rouletted form. That means it must have been privately done. Does anyone have any knowledge of a privately perforated version of this stamp?
My other question concerns NS#3a. I have this stamp in it's bisect form tied to a portion of a cover with NS#4 to make the two stamps have a postal value of 7 1/2 pence. Again I can't enclose a picture, but both stamps are tied to each other and the piece of cover by a postmark. My question is the following. Scott's gives a value of stamps on cover, but not on a piece of cover. I've been assuming the value would be about half the "on cover value". Is this accurate?

From how you described it, I would say, "no". It is just two stamps on paper, carrying no added value. If the stamps were on, say, the front part of the cover and that's all, maybe there would be added value, but not in this case.

response to 51studebaker - Thanks so much for the links. It seems like I have a very controversial stamp there. I got it from a dealer a couple years ago and paid about $50 so the price was fair. I realized it was a bit odd soon after I bought it and got in touch with the dealer but he could tell me nothing about it. It's great to have such an oddity, but it looks like I have some work to do to try to find out exactly what it is. Are there any more ideas out there? I tend to side with the opinion that there was a Phantom Perforator out there at the time. Thanks again for the help!!

Response to Michael178651 - Thanks for your help. The bisect is tied to the portion and the Liverpool postmark from 1860 make it interesting to me since that's my birthplace. For the bisect to have value it must be tied to something and it is tied to the section and the other stamp by the postmark. I have been told that there is some extra value, but no one seems to be able to say how much.

ADDITION: I just took a real good look at my Nfld #40. The design appears to be identical to the rouletted version ( I have both ), the size is identical and it is perforated 12 by 12. There are no signs of rouletting at all so it appears to be only perfed, not perfs over rouletting. To me it seems that an original sheet was perfed, but that's only my opinion. I will continue to enjoy the stamp whether or not it is a fake. I really can't figure out why someone would fake such a common stamp, but again some people do the stupidest things. Thanks for the input!

You didn't mention the postmark also had a town name. I really don't think it will add alot. It may add some to the value, but again, being a cut out doesn't help.

About the bisect. My problem is that a bisect has very little value unless it is tied to something - anyone can chop a stamp in two and stick it on a piece of paper. Tied to cover it has a substantial value. I don't really care that much about the value of my collection - I enjoy the hobby itself. But it is definitely tied to the piece with a nice postmark and a place name as well. I'm hoping it is accepted as 3a (the bisect) rather than have a large value. I believe since it is tied to the other stamp and the envelope piece I can claim it is actually a bisect of the stamp. That's all I want!

Your description sounds like it is a legitimate bisect. As long as a postmark ties it to the piece that should be a reasonable affirmation.
