We in BC issue the so-called Salmon Conservation Stamps. Those usually depict any type of salmon species but also steelhead and cutthroat.

Not long ago these stamps were given to every angler who purchased a tidal waters fishing license and paid for the salmon stamp. It allowed the person to retain salmon.

Maybe 4 years ago DFO (Department of Fisheries and Oceans Canada) switched to on-line licensing, meaning everyone was now supposed to purchase a license on-line and print it at their own cost.

On the printed license, if you bought the salmon tag, you saw the image of the new salmon stamp BUT YOU NO LONGER HAD THE ACTUAL STAMP! Those stamps were still printed in high quality as self adhesive stickers, but if you wanted to have a copy you were now supposed to pay again just for the stamp ($6 - the exact price of the salmon tag) and obtain them from a conservation agency, not DFO.

I , of course, complained the very first year, and was lucky to come across an understanding person at DFO, who at the end of the season sent me a whole sheet of the now expired salmon stamps.

The second year I complained again. That person was no longer working at that capacity at DFO and my requests were tossed around and led to no good. However I was fortunate to have participated in the actual art competition for the stamp image and the conservation agency sent me a free copy of the stamp just for this reason.

I am tired of complaining and do not feel doing it again, but honestly I feel grossly cheated. Not only did DFO save on all their license distribution and printing costs, but they now refuse to give me as much as a sticker for my collection. Pathetic!

Jules,

this is likely one of those examples where cost-saving measures will surely kill an important aspect of a philatelic endeavor. In many cases, it's the collectors who help float a project through their emphatic collecting habits; remove the motivation to do so, and huge funds dry up.

The way I see it, there must be two separate accounts for the funds and it is unclear what the funds are used for.

Currently the actual stamps are sold to collectors or those who donate to the Pacific Salmon Foundation. These funds supposedly go towards salmon conservation

The DFO collected licensing fees from the sale of Salmon tags should also go towards salmon conservation.

It is possible that all money from both types of sales goes into one account, except for me who is buying a fishing license the stamp is no longer there.

Maybe next year I will skip the license and just buy myself the stamp from PSF. I do not get to catch a salmon in the ocean anyways. Never ever happened.


Years ago I asked DFO what will happen if I just went with the regular fishing license, then bought myself an actual salmon stamp from PSF and put it on my license where it was supposed to go. They said it wasn't going to be good for salmon retention.

Ah! Modern times!
Here in Pennsylvania USA, we have the option of paying for our car registration renewals and we have to print our own registration. I printed mine on 80 lb stock that I use for album pages by accident. That's what was in the printer at the time.

I had the occasion to present my credentials to a Pennsylvania State Trooper when I broke down on the Turnpike. He looked twice at the registration since the thickness raised his attention. I told him we had to print them ourselves now, so papers may be different. He accepted that.

The ones that bother me is when you take a certification test and they send you the link to print your own certificate!

Supposedly those certificates have a serial number that they can reference. The more important part is the piece of ID that can match the certificate. Modern times, indeed.

Money you give to the PSF probably does do something toward salmon conservation since they are basically a charitable org with that stated purpose.

Money you give to DFO goes into a big sack and how it gets doled out depends on the whims of the ministry that particular year. That is how pretty much all canadian and provincial government budgets work regardless of what they tell you. Having worked at several of them over the years including DFO I can tell you that shifting funds around is nothing more than rearranging an excel spreadsheet and having the approval of the requisite officials. There are very few situations where funds are specifically tied to a particular expenditure (basically requires legislation to so state) and even then there are a lot ways to avoid doing it if you have something else you want to do with the funds. Government budgets are not approved by the various legislatures on anything more than very large expenditure categories (so called standard objects of expenditure) so there is a lot of flex in the application.
