This is a 1923 official stamp Mi#104P.
The stamp has a PE1 flaw and HAN number.The quote is the sum of the two or the highest value?

Your HAN is not complete, you have part of the new HAN or the overprint HAN. Dienstmarke was overprinted on the original Mi.343. Since the overprint is a new contract there will be a second HAN, usually in the same color as the overprint, this is not always the rule. So the value would stay with PE1.

Thank you,Opa.It is evident that for HAN complete,must a paire stamps.I found the same HAN 6981.23 for Mi 343 and 104.What confuse me is that Michel no write for 104 "unterrandpaare"

In the Michel 2006 it simply states HAN, no mention of Unterrandpaare or the Ur-HAN. They just change the wording.

What is the cote of a block 21 stamps Mi#103P (4,5 Euro for MNH)? 21x4,5=94,5 Euro?

This block have a PE1 varietie (30 Euro for stamp MNH),a HAN no.H6435.23 (40 Euro) and a HAN no.H6361.23 (120 Euro)of original stamp (Mi#342) overprinted with "dienstmarken" and a varietie (??) of top a 5.

Well, try to explain how to calculate your 21 stamp block.

2 stamps at place 5 and 6 It has 2 HAN nrs but it handles here as an overprint stamp so only the black HAN nr counts -> 40 euros
2 stamps has flaws so that is 2 x 30 euros -> 60 euros
Left 21 - 4 stamps = 17 stamps á 4 euros = 68 euros

So a total of 40 + 60 + 68 = 168 euros

I have the Michel catalog, but as I do not know German there are many terms that I do not understand.
In the catalog at this stamp, Mi#103P, are mentioned (and quoted) both types of HAN (I think the HAN of the overprint and the HAN of the initial stamp Mi#342). Shouldn't the 2 quotas HAN be cumulated in this case?

The orginal stamp (342) became another stamp by its overprint (103P)
That is why you only can count the Black HAN.

HAN U = "HAN Urdrück" which means something like "The Orginal Print"
HAN A = "HAN Aufdrück" which means something like " The Overprint"

And the other question :

It has a catalog value of 168 Euros and can buy it (i assume) for 20 Euros.
That is about 12 %

On an auction that would probably be the starting price.

The no.H6361.23 (of original stamp Mi#342) if you see, is registered in cat.with the no.of new stamp Mi#103P HAN A.
The cote for HAN of Mi#342 is 120E.

Well, try to explain how to calculate your 21 stamp block.
