They were issued stamps free of charge and they returned the remainders at the end of the year so it could be calculated exactly how many letters had been sent and how much it would cost if they had to pay for postage.

Can you help id this stamp
I have a few more that are from Germany and I want to ask somebody that is familiar in collecting this type of material. I am a newbie and have lots I need to learn and there is allot of information but I don't have any experience except for what I read and the stamps I have and so its a slow but I find it very rewarding, I respect the Philatelist because it takes years of study to understand fully the material that is out there, I'm trying but the only information that I have is the books offered on archive.org under stamp collecting. I also think the hunt for a rare stamp is always exciting because I look at everything in a novice way.
I hope I don't bore you with my questions I just like to have somebody that knows more me tell me if I might be correct in identifying stamps
