Any idea what these stamps are- couldn’t find in the catalogue

Hi Wigeon,

These are both Soviet general revenue stamps.

The sailor design was first issued in 1923 and the arms design in 1926.

Revenue stamps are not listed in the standard catalog unless they were also valid for postage. These were not valid for postage.
