Could someone please tell me what these red letters could be on the bottom of the stamp??

The lower line reads "... NOV 1937", I suppose it is an impression of the addressee's receipt stamp.

Many offices/businesses applied a 'date received' to every piece of incoming mail.

This would allow them to track their own response time, and not be misled by postal travel time.
