Did you Google Bergano, or Bergamo Chamber of Commerce. ?

Here's a link to a very useful online catalogue of Italian Municipal Revenues:

Click on the letter B and then select Bergamo from the list on the left.
There are a 23 issues listed for Bergamo including this one.
Click under issue #19 and you get a listing of six values starting with this red 3 lire stamp.
There's not much information about individual sets but it allocates this one to somewhere in a broad time period of 1945-1970.
I don't see a 9 lire stamp listed nor any mention of a DIRITTI D'URGENZA overprint.

I have been searching for information on line about these revenue stamps (at least I think they are such) and am coming up blank. I know that the top lines are Bergamo Chamber of Commerce. Other than that I am drawing a blank. Would like to know the year and purpose for their issue. I did try searching here in this forum but got no hits either. Thanks.
