I would say that this item is from the 4th design (1917) contained in the notes in Scott at the end of the postage listings for Epirus.
Most likely issues for propaganda and philatelic purposes as stated by Scott.
O.K. Just found the stamp in https://cinderellas.rigastamps.com/wittcoll/collection.htm (The Richard C. Witt Cinderella Reference Collection). I thought I had already looked here but missed it. Thanks for the nudge that got me looking again.
Looks like it is a 1917 'fantasy' stamp with a fantasy overprint. Does that make it a fantasy squared?

Another mystery stamp, looks like an Albania overprint on an Epirus stamp. I can't find either the stamp or the overprint anywhere. According to Scott Albania had a 'franc' currency denomination starting in 1917 which might date it to the late teens or early 1920's.
Any information towards an explanation is appreciated.
